The patch will be offered to anyone using Windows 10 May 2019 Update or older versions. That being said, it will obviously take at least a couple of weeks or more for version 1909 to be fully distributed, so don't be nervous if you don't get a notification that an update is available on November 12th.
On the same day, the traditional patch is expected, which is released on Tuesdays every month and includes security updates. The assembly will have the number 18363.418. Apparently, this is the designation of the final version.
As noted, the new assembly will receive a number of improvements, although they will be more evolutionary. In particular, updates will no longer be forced to install in the background. In 1909, a "Download and install now" button will appear, allowing you to do this manually.
Improvements are also promised , search systems, performance in single-threaded calculations and reduced "gluttony" when running on battery power. In general, this update should become a kind of Service Pack, and not a full-fledged update. Probably, more serious changes, including in functionality, will be presented already in 2020, when the 20H1 build is released.
