As explained by the developers Halo official website, the reason for the delay was the recently discovered in the strategy Halo Wars 2 a mistake that requires the attention of a part of the team.

With this distraction in mind, 343 Industries hopes to start testing the PC version of Halo: Combat Evolved for "external partners" by the end of January, and for program participants Halo Insider - in February.
