Third beta release of FreeBSD 12.1

Published the third beta release of FreeBSD 12.1. FreeBSD 12.1-BETA3 release available for amd64, i386, powerpc, powerpc64, powerpcspe, sparc64 and armv6, armv7 and aarch64 architectures. Additionally prepared images for virtualization systems (QCOW2, VHD, VMDK, raw) and Amazon EC2 cloud environments. FreeBSD 12.1 release is planned on November 4th. Compared to second beta to the utility freebsd-update added two new commands "updatesready" and "showconfig". The 'zfs send' command now supports the '-vnP' flags. Support for 'ps -H' has been added to kvm. Fixed bugs affecting zfs, imx6, Intel Atom CPU, fsck_msdosfs, SCTP, ixgbe and vmxnet3.
