Ubuntu 21.10 moves to use zstd algorithm to compress deb packages

Ubuntu developers have begun converting deb packages to use the zstd algorithm, which will almost double the speed of installing packages, at the cost of a small increase in their size (~6%). Notably, support for using zstd was added to apt and dpkg back in 2018 with the Ubuntu 18.04 release, but was not used for package compression. In Debian, zstd support is already included in APT, debootstrap, and reprepro, and is being reviewed before being included in dpkg.
