The work examined the data of the largest electronic trading platforms of the Russian Federation, within which commercial and government purchases are placed. He also stressed that the information he discovered can only be called a leak, since confidential information becomes available "as a result of errors in legislation and the illiteracy of website developers."

The study under consideration consists of several parts, some of which have already been published previously. In the overwhelming majority of cases, it was possible to find user data in the public domain inside decisions on the approval of open auctions. This is due to the fact that decisions on the approval of large transactions contain data not only on who is the formalizer of the transaction, but also on its participants. It should be noted that the processing of personal data of bidders is regulated by applicable law. Personal data cannot be processed and placed in the public domain without the consent of representatives of each of the parties to the transaction.
