The new mode will automatically be applied to sites that are found to be abusing notifications (for example, displaying bogus messages that resemble chat messages, alerts or system dialogs), as well as sites that record a high percentage of rejection of authorization requests. Sites are discouraged from using pop-ups or distracting promotional dialogs that offer to subscribe to notifications, which are usually displayed before requesting permissions. Prior to widespread activation, the new mode can be enabled using the "chrome://flags/#quiet-notification-prompts" setting.
