It was canceled because of Sony: the company did not agree, citing an exclusive contract.

In Destiny 2, such a cross-platform element would not interfere with the players, but the Japanese publisher wanted the project to be associated specifically with the PS4 console. Because of this, Sony entered into an exclusive agreement with Activision (even before Bungie left). Until the expiration of the contract, developers are required to release unique content for users of this platform.

It looks like the character transfer feature will never appear in Destiny 2. Prior to this, Sony in every possible way prevented the integration of users in Fortnite, Rocket League and Minecraft. The developers of the first two games were able to convince the company to give the go-ahead for cross-platform features.
