Russia plans to create its own Open Source Foundation

At the Russian Open Source Summit conference held in Moscow, dedicated to the use of open source software in Russia in the context of state policy to reduce dependence on foreign suppliers, plans were announced to create a non-profit organization "Russian Open Source Foundation".

Key tasks that the Russian Open Source Foundation will deal with:

  • Coordinate the activities of developer communities, educational and scientific organizations.
  • Participate in the development of an action plan for the implementation of the open source software development strategy and determine performance indicators.
  • Act as an operator of a domestic repository or mirrors of the largest foreign repositories.
  • Provide grant support for open source software development.
  • Represent Russian open source communities in negotiations with international public organizations in the same field.

The initiator of the creation of the organization was the competence center for import substitution in the field of information and communication technologies. Interest in the project was also expressed by the Ministry of Digital Development and the Russian Foundation for the Development of Information Technologies. The representative of the ministry voiced the idea of ​​distribution in the form of open source products developed for state and municipal procurement.

It was proposed to join the new organization to Yandex, Sberbank, VTB, Mail.ru, Postgres Pro and Arenadata, which are noted as the largest participants in the development of open source software in Russia. So far, only representatives of VTB and Arenadata have announced their intention to join the Russian Open Source Foundation. Representatives of Yandex and Mail.ru declined to comment, Sberbank said that it was only participating in the discussion, and the director of Postgres Professional mentioned that the initiative was in its infancy.
