The Ministry of Digital Development, Communications and Mass Media of the Russian Federation has created a tracking system for citizens who have been in contact with patients with coronavirus. This is reported by the publication "Vedomosti" with reference to the letter of the head of the Ministry of Telecom and Mass Communications Maksut Shadayev.
The message notes that access to the system at the web address specified in the letter is already working. Representatives of the Ministry of Telecom and Mass Communications have not yet commented on this issue, but a person close to one of the federal departments confirmed the content of the letter.
Recall that the government of the Russian Federation instructed the Ministry of Telecom and Mass Communications to form a system for tracing contacts with citizens who became infected with the coronavirus within a week. According to the text of Mr. Shadayev's letter, the system analyzes data on the location of mobile devices of citizens infected with the coronavirus, as well as those who contacted them or were close to them. It is assumed that such data is provided by mobile operators.
People who have been in contact with people infected with the coronavirus will receive a message about the need to self-isolate. Authorized officials in the regions will be responsible for entering data into the system. The said letter states that it is necessary to provide a list of such officials. They will also enter the data of the sick into the system, including their phone numbers without indicating the name and address, but with the date of hospitalization.
It is worth noting that Roskomnadzor recognized such use of subscriber data as legal. The corresponding conclusion of the department is attached to the minister's letter. Roskomnadzor considered that the telephone number can be personal information only in conjunction with other data that makes it possible to identify the user. As for location data, it does not allow you to do this.
Representatives of Russian telecom operators have so far refrained from commenting on this issue.
