Included in the release some improvements backported from release :
- Kernel package update proposed (Ubuntu 18.04 used the 4.15 kernel, while Ubuntu 18.04.2 used the 4.18 kernel).
- Graphics stack components have been updated, including the new mutter 3.28.3 and Mesa 18.2.8 releases, which were tested on Ubuntu 19.04. New versions of video drivers for Intel, AMD and NVIDIA chips have been added.
- Updated package versions OpenJDK 11, LLVM 8, Firefox 66.0.4, cloud-init 18.5-21, ceph 12.2.11, PostgreSQL 10.7, snapd 2.38, modemmanager 1.10;

Using new builds only makes sense for new installations - systems installed earlier can get all the changes present in Ubuntu 18.04.3 through the regular update installation system.
Recall that for the delivery of new versions of the kernel and graphics stack rolling model of update support, according to which backported kernels and drivers will be supported only until the release of the next corrective update of the Ubuntu LTS branch. For example, the Linux 5.0 kernel offered in the current release will be supported until Ubuntu 18.04.4, which will offer the Ubuntu 19.10 kernel.
