htop 3.0 utility release

Submitted by diagnostic utility release htop 3.0, which provides tools for interactive monitoring of the operation of processes in the style of the top program. Project code spreads licensed under GPLv2. The utility is notable for such features as free vertical and horizontal scrolling of the list of processes, tools for evaluating the effectiveness of SMP and the use of each processor core, the presence of a tree view, flexible options for customizing the interface, support for filtering processes and managing them (shutdown, setting priority).

The release was prepared by a new team of maintainers who took over the development after a long inactivity of the original author of the project. New maintainers created a fork without changing the name, moved the development to a new repository htop-dev and registered a separate domain for the project htop.dev.
