If the user wants to take a risk and try out a new product, then he needs sign up in Apple's testing program. After this, you need to download the update profile from the device, install it, and then the update will download automatically. But before that, it is very advisable to make a backup of all data.

It's important to note that iOS 13 may not be available on all devices. Their list looks like this: iPhone 6S and 6S Plus, iPhone SE, iPhone 7 and 7 Plus, iPhone 8 and 8 Plus, iPhone X, XS, XS Max and XR, iPod Touch 7th generation. iPadOS will be received by: iPad 2017 and 2018, iPad mini 4 and 5, iPad Air 2 and 3, as well as all iPad Pro models.
