Windows 10 (2004) has almost reached release candidate status

Overall, the spring update should appear to resolve the problems with the Windows 10 November 2019 Update. It's funny that the November patch was intended to do the same thing - it was supposed to fix problems with earlier builds. We can only hope that Redmond will begin testing their products normally.
