Despite the fact that the Windows 10 May 2019 Update (version 1903) was tested longer than usual, the new update has problems. Previously

As noted, the problem is relevant for PCs with AMD Ryzen or AMD Ryzen Threadripper processors with certain versions of AMD RAID drivers. Specifically, incompatibility is observed on versions earlier than 9.2.0.105. Microsoft adds that 9.2.0.105 and later drivers do not cause this issue, so the computer can get updated to the Windows 10 May 2019 Update.
AMD also clarifies that the May update introduces new device I/O control requirements for certain driver categories. Therefore, if the problem occurs on a PC with AMD processors, it is recommended to check the version of the AMD RAID driver and disable all USB drives.
Apparently, this problem only appears when upgrading from an older version. A clean install should work just fine.
