The bill on the "sovereign Internet" is approved in the second reading

The State Duma of the Russian Federation reports that the sensational bill on the “sovereign Internet” has been considered in the second reading.

Let us briefly recall the essence of the initiative. The main idea is to ensure stable operation of the Russian Internet segment in the event of a disconnection from the World Wide Web infrastructure.

To achieve this, it is proposed to deploy a national Internet traffic routing system. The bill, among other things, defines the necessary rules for routing traffic, organizes control of their compliance, and also creates the opportunity to minimize the transfer abroad of data exchanged between Russian users.

At the same time, the functions of coordinating the provision of sustainable, secure and integral functioning of the Internet on the territory of Russia are assigned to the Federal Service for Supervision of Communications, Information Technologies and Mass Media (Roskomnadzor).

Two months ago, the bill on the “sovereign Internet” was adopted in the first reading. And now it is reported that the document has been approved in the second reading.

“Attempts to call the bill under consideration the “Chinese firewall” or the “autonomous Internet law” have nothing to do with the essence of the legislative initiative. We are talking about creating additional conditions for the stable operation of the Russian segment of the Internet in the context of attempts to exert some influence on the network from outside the Russian Federation. The goal of the bill is to ensure that, regardless of external or internal conditions, the Internet is accessible to Russian users, electronic government services and online banking are fully accessible, and a variety of commercial services to which citizens are already accustomed can operate uninterruptedly and stably,” — noted the Chairman of the Committee on Information Policy, Information Technologies and Communications Leonid Levin.
