At the Federal Antimonopoly Service (FAS) finalized a draft law that should oblige manufacturers of smartphones, tablets and computers to pre-install Russian software on them. The new version says that now it depends on the feasibility and demand for programs among users.

That is, users can choose what will be preinstalled on the purchased smartphone or tablet. It is assumed that the list of pre-installed software will include a set of search and anti-virus applications, navigators, instant messengers and social networking clients.

The order of installation, the list of application types, as well as devices will be determined by the government, although the criteria for this, the timing, and so on are not yet clear. At the same time, earlier on July 18, State Duma deputies proposed installing Russian software on Smart TV as well. The penalty for refusal is a fine of up to 200 thousand rubles.

It is important to note that not only the FAS, but also Rospotrebnadzor and Apple are opposed to the initiative. The latter generally stated that if such requirements are adopted, it will reconsider the business model of its presence in Russia. At the same time, the Association of Trading Companies and Producers of Electrical Household and Computer Equipment was not involved in the discussion at all. The organization has already stated that some of the requirements are technically unrealizable, and some will require unnecessary costs and are not economically feasible.

Some mobile operators like MTS also oppose it. But MegaFon is sure that such a step stimulates the growth of Russian services and digital platforms. In general, the situation remains "suspended", since many aspects, both technical and economic, are simply not worked out.
