Ubuntu developers have begun migrating deb packages to use the zstd algorithm, which will nearly double the package installation speed, at the cost of a slight increase in their size (~6%). Notably, zstd support was added to apt and dpkg back in 2018 with the release of Ubuntu 18.04, but it was not utilized for package compression. In Debian, zstd support is already enabled in APT, debootstrap, and reprepro, and is currently under review before being included in dpkg.
