Today, May 5th, new rules for identifying messenger users by phone number have come into effect in the territory of the Russian Federation. The relevant government decree was published on November 6, 2018.<\/a><\/noindex>.
\n<\/a><\/noindex>
\nNow, Russian users will need to confirm ownership of the phone number they are using. During the identification process, the messenger will send a request to the mobile operator to check if the subscriber is in the database. The operator will have 20 minutes to provide a response.<\/p>\n

In the event of successful identification (receiving a positive response regarding the presence of the subscriber in the database), information will be added to the mobile operators' database about which application the client is using for messaging. The messenger will also assign a unique identification code to the user.<\/p>\n

If no data is received within 20 minutes or if information is received indicating the absence of the subscriber in the database, the messenger is obliged to prevent the transmission of electronic messages.<\/p>\n

If a user terminates the contract with the mobile operator, the messenger must be notified within a day. After that, the messenger must conduct a re-identification of the user. This must be done within 20 minutes after receiving the notification of contract termination.<\/p>\n

Russian mobile operators have reported that they are ready to comply with the new requirements of the authorities. Representatives of Facebook (including Facebook Messenger), WhatsApp, Instagram, and Viber did not respond to journalists' inquiries about whether they are ready to meet the new requirements.<\/p>\n
