Richard Fontana, a co-author of the GPLv3 license and a consultant on open licenses and patents at Red Hat, announced plans to amend the Fedora project rules to prohibit the inclusion of software licensed under Creative Commons CC0 in the repositories. The CC0 license implies the author's waiver of rights and the distribution as public domain, allowing software to be shared, modified, and copied without any conditions for any purposes. <\/p>\n

The reason for banning CC0 is the uncertainty regarding software patent rights. The CC0 license text contains a clause that explicitly states that the license does not affect patent rights and trademark rights that may be used in the application. The possibility of influence through patents is considered a potential threat, which is why licenses that do not explicitly grant the right to use patents or do not waive patent rights are regarded as not fitting into the category of open and free software (FOSS). <\/p>\n

The possibility of hosting content in the repositories under the CC0 license that is not related to code will be preserved. For existing packages with code in the Fedora repositories that are licensed under CC0, exceptions may be made, allowing their continued distribution. The inclusion of new code packages licensed under CC0 will be prohibited.
