Fedora Linux developers have disabled the use of VA-API (Video Acceleration API) for hardware-accelerated encoding and decoding of video in H.264, H.265, and VC-1 formats in the Mesa package delivered with the distribution. This change will be included in Fedora 37 and will affect configurations using open graphics drivers (AMDGPU, radeonsi, Nouveau, Intel, etc.). It is also expected that this change will be backported to the Fedora 36 branch.
The reason for the disablement is adherence to the project's established rules regarding the delivery of patented technologies. Specifically, the distribution prohibits the shipment of components that provide APIs for accessing patented algorithms, as delivering patented technologies requires licensing and may lead to legal issues. A recent release of Mesa 22.2 implemented an option to disable support for proprietary codecs during compilation, which Fedora developers have utilized.
