Un appassionato non affiliato a Microsoft ha sviluppato l'outil WSL9x (Windows 9x Subsystem for Linux), che consente di eseguire kernel Linux moderni all'interno del kernel di Windows 95/98/ME. Il progetto consente di eseguire applicazioni Linux e Windows 9x affiancate nella stessa sistema, simile a come la sottosistema WSL consente di utilizzare le applicazioni Linux nelle versioni moderne di Windows. Viene supportato solo l'avvio di programmi Linux in modalità console. Il codice dei componenti WSL9x è scritto in C e assembler e distribuito sotto licenza GPLv3.
A differenza di WSL2, WSL9x non utilizza la virtualizzazione e il kernel Linux viene eseguito in modalità zero parallelamente al kernel di Windows, il che consente l'uso di WSL9x su sistemi senza supporto per la virtualizzazione hardware, anche con CPU i486. Il sistema utilizza un kernel Linux modificato 6.19, compilato per funzionare in modalità UML (User-mode Linux), progettata per eseguire il kernel come processo utente. Le chiamate all'API POSIX nel livello UML di traduzione sono sostituite da chiamate all'API del kernel di Windows 9x.
In Windows, a ready-made VxD driver is loaded, responsible for initializing the WSL9x subsystem, loading and placing the Linux kernel in memory, dispatching interrupts, cyclically transferring control to the Linux kernel in cooperative multitasking mode, and handling events directed at the Linux kernel from user space, such as executing system calls and accessing unallocated memory pages (page faults). Since the Windows 9x kernel does not support the interrupt descriptor table (IDT), which prevents the establishment of its own interrupt handler 0x80, the GPF (General Protection Fault) handler is used for system calls, intercepting exceptions that occur during the execution of the SYSCALL instruction.
A utility called wsl.com is offered to users, presented as a 16-bit DOS application that allows the use of the MS-DOS command line to run Linux programs. The utility facilitates the transfer of input events and simulates console functionality to display output with ANSI escape code support.
