Da oggi, 5 maggio, nel territorio della Federazione Russa sono entrate in vigore nuove regole per l'identificazione degli utenti dei servizi di messaggistica tramite il numero di telefono. Il relativo decreto governativo \u00e8 stato pubblicato il 6 novembre 2018.<\/a><\/noindex>.
\n<\/a><\/noindex>
\nOra gli utenti russi dovranno confermare che il numero di telefono utilizzato appartiene loro. Durante il processo di identificazione, il servizio di messaggistica invier\u00e0 una richiesta all'operatore telefonico per verificare se l'abbonato \u00e8 presente nel database. L'operatore avr\u00e0 20 minuti per fornire una risposta.<\/p>\n

In caso di identificazione positiva (ricezione di una risposta affermativa riguardo la presenza dell'abbonato nel database), sar\u00e0 inserita nel database degli operatori telefonici l'informazione su quale applicazione sta utilizzando il cliente. Il servizio di messaggistica assegner\u00e0 anche un codice identificativo unico all'utente.<\/p>\n

In caso di mancata ricezione di dati entro 20 minuti o di ricezione di informazioni sull'assenza dell'abbonato nel database, il servizio di messaggistica \u00e8 obbligato a impedire la possibilit\u00e0 di inviare messaggi elettronici.<\/p>\n

Se un utente rompe il contratto con l'operatore telefonico, il messaggero deve essere avvisato entro 24 ore. Dopo ci\u00f2, il messaggero deve effettuare una nuova identificazione dell'utente. Questo deve essere fatto entro 20 minuti dalla ricezione della notifica di risoluzione del contratto.<\/p>\n

Gli operatori telefonici russi hanno comunicato di essere pronti a rispettare i nuovi requisiti delle autorit\u00e0. I rappresentanti di Facebook (inclusi Facebook Messenger), WhatsApp, Instagram e Viber non hanno risposto alla richiesta dei giornalisti su se siano pronti a conformarsi ai nuovi requisiti.<\/p>\n
