Het pakket bevat ook een verzameling hulpmiddelen, serverapplicaties, compilers, bibliotheken en headerbestanden die typisch zijn voor Unix-achtige systemen. Cygwin biedt functionaliteit vergelijkbaar met een Linux-distributie die bovenop Windows draait.
