Astra Linux CE wordt door de ontwikkelaar gepositioneerd als een besturingssysteem voor algemeen gebruik. De basis van de distributie is Debian, en de grafische omgeving is ontwikkeld met Fly. Daarnaast zijn er tal van grafische hulpmiddelen beschikbaar om de configuratie van het systeem en de hardware te vereenvoudigen.
