Het ondertekenen van de overeenkomst markeerde de afronding van het proces van nauwere samenwerking <noindex><a rel=\"nofollow\" href=\"https:\/\/www.w3.org\/\">W3C<\/a><\/noindex> en <noindex><a rel=\"nofollow\" href=\"https:\/\/whatwg.org\">WHATWG<\/a><\/noindex>, dat in december 2017 is opgestart na de invoering van enkele gezamenlijke werkprocessen in WHATWG en de goedkeuring van uniforme regels met betrekking tot intellectuele eigendom.<\/p>\n<p> Voor de samenwerking aan de specificaties is er een nieuwe werkgroep binnen W3C opgericht <noindex><a rel=\"nofollow\" href=\"https:\/\/www.w3.org\/2018\/12\/html.html\">HTML Working Group<\/a><\/noindex>, die verantwoordelijk zal zijn voor het omzetten van de in WHATWG ontwikkelde conceptspecifications HTML en DOM naar aanbevelingen (standaarden) van W3C, rekening houdend met de wensen van de gemeenschap, die gebruikers, browserproducenten en webontwikkelaars omvat. Alle wijzigingen en nieuwe mogelijkheden met betrekking tot de specificaties <noindex><a rel=\"nofollow\" href=\"https:\/\/html.spec.whatwg.org\/\">HTML<\/a><\/noindex> en <noindex><a rel=\"nofollow\" href=\"https:\/\/dom.spec.whatwg.org\/\">DOM<\/a><\/noindex>, worden geadviseerd om direct in de repositories van WHATWG te worden doorgegeven.<\/p>\n<p>Belangrijke afspraken tussen W3C en WHATWG:<\/p>\n<ul>\n<li class=\"l\"> De organisaties zullen samenwerken aan de specificaties HTML en DOM. De ontwikkeling zal plaatsvinden in de repositories van WHATWG, waar een continu bijgewerkte actuele versie van de specificaties zal blijven ontstaan, waarop aparte conceptversies voor beoordeling en standaardisatie zullen worden afgeleid;\n<li class=\"l\"> WHATWG zal verantwoordelijk zijn voor het onderhouden van de continu ontwikkelde specificaties <noindex><a rel=\"nofollow\" href=\"https:\/\/html.spec.whatwg.org\/\">HTML<\/a><\/noindex> en <noindex><a rel=\"nofollow\" href=\"https:\/\/dom.spec.whatwg.org\/\">DOM<\/a><\/noindex> (Living Standard);\n<li class=\"l\"> W3C zal stoppen met de onafhankelijke publicatie van zijn eigen voorlopige specificaties HTML en DOM, en zal de resultaten van WHATWG gebruiken als concepten voor de voorbereiding en discussie van standaarden;\n<li class=\"l\"> Alle processen die verband houden met het doorgeven van wijzigingen, het indienen van probleemmeldingen, het schrijven van tests en het ontwikkelen van oplossingen voor problemen, zal W3C overdragen aan de repositories van WHATWG en hun toepassing aanbevelen.\n<li class=\"l\">  WHATWG zal verantwoordelijk zijn voor het periodiek samenstellen van conceptversies van de specificaties (Review Drafts). Deze concepten zal W3C gebruiken als kandidaten voor standaardisatie (Candidate Recommendations), waarvoor de gebruikelijke processen van W3C zullen worden toegepast om concepten om te zetten in voorlopige en definitieve standaarden. De organisatie W3C zal zich niet langer bezighouden met het cre\u00ebren en bespreken van concepten;\n<li class=\"l\"> Sectie <noindex><a rel=\"nofollow\" href=\"https:\/\/www.w3.org\/TR\/\">\/TR<\/a><\/noindex>  op de website van W3C (alle standaarden en concepten) zullen verwijzingen zijn naar de website voor documenten met betrekking tot HTML en DOM. <noindex><a rel=\"nofollow\" href=\"https:\/\/whatwg.org\">WHATWG<\/a><\/noindex>;\n<li class=\"l\"> In geval van onenigheid over bepaalde beslissingen van een van de partijen, wordt er een proces voor conflictoplossing ingevoerd, waarbij de discussie wordt ge\u00ebscaleerd naar het niveau van de WHATWG Steering Group, de W3C Technical Architecture Group en de directeur van W3C. Als er geen compromis wordt bereikt, heeft elke partij het recht om de overeenkomst te be\u00ebindigen.\n<li class=\"l\"> Aanname van uniforme regels op het gebied van auteursrechten en merken;\n<li class=\"l\"> Op whatwg.org wordt een andere opmaak van de W3C-normen ingevoerd;\n<li class=\"l\"> In het document <noindex><a rel=\"nofollow\" href=\"https:\/\/www.w3.org\/2013\/09\/normative-references\">W3C Normative Reference Policy<\/a><\/noindex> zijn wijzigingen aangebracht om verwijzingen naar stabiele mogelijkheden van continu ontwikkelende WHATWG-specificaties (Living Standards) mogelijk te maken.\n<\/ul>\n<p>Tot nu toe zijn er verschillende versies van HTML- en DOM-specificaties gelijktijdig ontwikkeld \u2014 \u00e9\u00e9n versie is gestandaardiseerd door de W3C-organisatie, terwijl de andere zich binnen <noindex><a rel=\"nofollow\" href=\"https:\/\/www.opennet.ru\/opennews\/art.shtml?num=29335\">de voortdurende cyclus<\/a><\/noindex> van ontwikkeling door de WHATWG, die aanvankelijk verantwoordelijk was voor de creatie van HTML 5. Het synchroniseren van de twee versies vereiste veel inspanning en leidde tot ambigu\u00efteiten (de standaardisatie door W3C nam veel tijd in beslag en omvatte het testen van conceptversies met een afzonderlijke analyse van de wensen en correcties daarop, die niet werden weerspiegeld in de WHATWG-specificaties, die ondertussen verder vooruitgingen). Zeven jaar geleden werd zelfs <noindex><a rel=\"nofollow\" href=\"https:\/\/www.opennet.ru\/opennews\/art.shtml?num=34388\">de mogelijkheid van een splitsing niet uitgesloten,<\/a><\/noindex> die kon leiden tot de ontwikkeling van twee onafhankelijke HTML5-normen.<\/p>\n<p>Laten we herinneren dat de WHATWG (The Web Hypertext Application Technology Working Group) in 2004 is opgericht met het doel de verdere ontwikkeling van de HTML-taal en software-interfacen voor webapplicaties te versnellen. De oprichters van WHATWG waren de bedrijven Apple, Mozilla en Opera, die het niet eens waren met het beleid van de standaardiserende organisatie W3C, die geloofde dat de toekomst bij de XML- en XHTML-specificaties lag, en die, in tegenstelling tot de wensen van webontwikkelaars, HTML beschouwde als een verouderende technologie. In tegenstelling tot het langdurige standaardisatieproces dat binnen W3C wordt gehanteerd, waarbij vooraf conceptversies worden getest en openbare discussies worden gehouden, heeft WHATWG een model voor de ontwikkeling van HTML5 toegepast waarbij specificaties continu worden bijgewerkt, zonder expliciete versiefixatie, met geleidelijke aanpassingen en constante ondersteuning in actuele vorm.
