Modelul RFC introduce o reglementare strict\u0103 pentru a spori transparen\u021ba, a structura procesul \u0219i a trece la o responsabilitate colectiv\u0103 pentru decizii, \u00een loc de responsabilitate personal\u0103. Modelul bazat pe RFC va fi utilizat pentru a ie\u0219i din situa\u021bii de impas, \u00een care nu se poate ob\u021bine un consens, pentru a aproba modific\u0103ri arhitecturale \u0219i revizuiri majore ale interfe\u021bei, precum \u0219i pentru a aproba schimb\u0103ri globale \u00een proiect, care afecteaz\u0103 metodele de lucru ale participan\u021bilor sau codul diferitelor aplica\u021bii \u0219i subsisteme.<\/p>\n<p>Etapele promov\u0103rii RFC:\n<\/p>\n<ul>\n<li class=\"l\"> Trimiterea \u00een repository-ul GNOME\/rfcs a fi\u0219ierului RFC-XXXX-nume.md cu o propunere structurat\u0103 \u0219i un link c\u0103tre discu\u021bie.\n<\/li>\n<li class=\"l\"> Discu\u021bia propunerii pe platforma Discourse, cu revizuiri \u0219i corecturi ulterioare \u00een RFC.\n<\/li>\n<li class=\"l\"> Publicarea obiec\u021biilor de c\u0103tre participan\u021bi, marcate cu eticheta &#171;**Concern**&#187;, care descriu posibile probleme sau propun solu\u021bii alternative. \u00cen cazul \u00een care obiec\u021bia este sus\u021binut\u0103 de editor sau de unul dintre participan\u021bii interesa\u021bi, aceasta devine obligatorie pentru examinare.\n<\/li>\n<li class=\"l\"> Examinarea obiec\u021biunilor formulate, elaborarea de m\u0103suri pentru reglementarea acestora \u0219i modificarea RFC-ului.\n<\/li>\n<li class=\"l\"> Dup\u0103 finalizarea discu\u021biilor \u0219i examinarea obiec\u021biunilor, este anun\u021bat\u0103 o perioad\u0103 final\u0103 de comentarii de 14 zile (FCP, Final Comment Period), \u00een timpul c\u0103reia pot fi formulate doar noi obiec\u021bii.
