N\u00eb shkurt 2025, AGCOM i dha kompanis\u00eb Cloudflare nj\u00eb urdh\u00ebr p\u00ebr t\u00eb ndaluar rezolvimin e DNS p\u00ebr domenet dhe adresat IP, p\u00ebrmes t\u00eb cilave shp\u00ebrndahej p\u00ebrmbajtje q\u00eb shkel t\u00eb drejtat e autorit. Kompania Cloudflare refuzoi t\u00eb implementoj\u00eb bllokimin n\u00eb sh\u00ebrbimin DNS 1.1.1.1 sipas list\u00ebs s\u00eb dh\u00ebn\u00eb, duke e quajtur k\u00ebt\u00eb bllokim t\u00eb paarsyesh\u00ebm dhe t\u00eb pabarabart\u00eb, si dhe duke theksuar pamund\u00ebsin\u00eb teknike p\u00ebr t\u00eb zbatuar filtrat n\u00eb sh\u00ebrbimin 1.1.1.1, i cili p\u00ebrpunon 200 miliard\u00eb k\u00ebrkesa n\u00eb dit\u00eb, pa ndikuar negativisht n\u00eb performanc\u00ebn. N\u00eb sh\u00ebrbimin 1.1.1.1, \u00ebsht\u00eb deklaruar fillimisht se nuk ka asnj\u00eb filtrimin, nd\u00ebrsa p\u00ebr bllokimin e burimeve t\u00eb d\u00ebmshme dhe faqeve p\u00ebr t\u00eb rritur ofrohen DNS rezolver\u00ebt e ve\u00e7ant\u00eb 1.1.1.2 dhe 1.1.1.3. <\/p>\n
Pas refuzimit nga AGCOM, \u00ebsht\u00eb zhvilluar nj\u00eb hetim q\u00eb arriti n\u00eb p\u00ebrfundimin se kompania Cloudflare e shkelur hapur normat ligjore t\u00eb zbatueshme n\u00eb Itali, t\u00eb cilat detyrojn\u00eb ofruesit e DNS dhe VPN<\/a> t\u00eb bllokojn\u00eb faqet pirate. AGCOM e konsideroi arsyetimin e p\u00ebrmendur si t\u00eb pamjaftuesh\u00ebm dhe nuk ra dakord me pretendimin se zbatimi i filtrave do t\u00eb \u00e7onte n\u00eb nj\u00eb ulje t\u00eb cil\u00ebsis\u00eb s\u00eb sh\u00ebrbimit, pasi kompania Cloudflare nuk \u00ebsht\u00eb gjithmon\u00eb nj\u00eb nd\u00ebrmjet\u00ebs neutral dhe \u00ebsht\u00eb e njohur p\u00ebr mekanizmat e saj t\u00eb nd\u00ebrlikuar t\u00eb menaxhimit t\u00eb trafikut.
