N\u00eb to thahej se kompania Beget, e cila m\u00eb par\u00eb kishte qen\u00eb partner i REG.RU, ndalon s\u00eb qeni e till\u00eb dhe emrat e domain-eve do t\u00eb sh\u00ebrbyen direkt nga REG.RU.<\/p>\n<p>Nj\u00eb vit para k\u00ebsaj ne u b\u00ebm\u00eb regjistrues t\u00eb pavarur t\u00eb emrave t\u00eb domain-eve, dhe kjo besojm\u00eb se ishte shkaku i nd\u00ebrprerjes s\u00eb marr\u00ebveshjes me ne dhe akuzave t\u00eb ndryshme.<\/p>\n<h1> \u2014 Me cilat institucione duhet t\u00eb bashk\u00ebpunoni dhe p\u00ebr cilat \u00e7\u00ebshtje?<\/h1>\n<p>\nM\u00eb 8 qershor 2018. <b>REG.RU ndoqi nj\u00eb ankes\u00eb ndaj nesh n\u00eb ANO Qendra Koordinuese e domain-it komb\u00ebtar t\u00eb rrjetit 'Internet'<\/b>. N\u00eb t\u00eb p\u00ebrfaq\u00ebsuesit e REG.RU k\u00ebrkonin:<\/p>\n<ul>\n<li>t\u00eb kryhej nj\u00eb kontroll i paplanifikuar mbi regjistruesin e akredituar LLC 'Beget' p\u00ebr t\u00eb vler\u00ebsuar p\u00ebrputhshm\u00ebrin\u00eb me k\u00ebrkesat e koordinuesit;<\/li>\n<li>t\u00eb pezullohej akreditimi i regjistruesit LLC 'Beget'.<\/li>\n<\/ul>\n<p>\nQendra Koordinuese iniciuoi kontrolle t\u00eb paplanifikuara te t\u00eb dy regjistruesit. Duhej t\u00eb p\u00ebrgatiteshim nj\u00eb volum t\u00eb madh statistikash, vet\u00ebm p\u00ebr mbledhjen e metrikeve kaluan m\u00eb shum\u00eb se nj\u00eb jav\u00eb. Vendimi t\u00eb FAS \u00ebsht\u00eb i disponuesh\u00ebm n\u00eb <noindex><a rel=\"nofollow\" href=\"https:\/\/br.fas.gov.ru\/to\/sankt-peterburgskoe-ufas-rossii\/203655bf-0ae4-46d2-909c-152239bfcddf\">lidhjes<\/a><\/noindex>, si pal\u00eb t\u00eb interesuara u t\u00ebrhoq\u00ebn regjistruesit <noindex><a rel=\"nofollow\" href=\"https:\/\/nic.ru\">RU-CENTER<\/a><\/noindex> dhe <noindex><a rel=\"nofollow\" href=\"https:\/\/r01.ru\">R01<\/a><\/noindex>.<\/p>\n<p><b>Vendimi i FAS<\/b> \u2014 T\u00eb pezullohet shqyrtimi i \u00e7\u00ebshtjes Nr. 1-14.6-429\/78-01-18, pasi n\u00eb veprimet e diskutuar nga komisioni t\u00eb LLC 'Beget' (OGRN 1077847645590, INN 7801451618) nuk ka asnj\u00eb shkelje t\u00eb legjislacionit antimonopol.<\/p>\n<p><b class=\"spoiler_title\">Ankesat dhe vendimet<\/b><\/p>\n<ul>\n<li><noindex><a rel=\"nofollow\" href=\"https:\/\/cp.beget.com\/shared\/cdbca83deadb6438faecdd32f61f1093\/zhaloba-v-fas.pdf\">Ankesa e REG.RU<\/a><\/noindex><\/li>\n<li><noindex><a rel=\"nofollow\" href=\"https:\/\/br.fas.gov.ru\/to\/sankt-peterburgskoe-ufas-rossii\/203655bf-0ae4-46d2-909c-152239bfcddf\">Vendimi i FAS<\/a><\/noindex><\/li>\n<\/ul>\n<p><b>Ankesa n\u00eb Roskomnadzor<\/b> \u2014 nuk u zbuluan shkelje nga ana jon\u00eb, nuk kishte kontroll - thjesht k\u00ebrkuan komente nga ne.<\/p>\n<h1> \u2014 A keni nd\u00ebrmarr\u00eb ndonj\u00eb veprim p\u00ebrgjigj\u00ebs?<\/h1>\n<p>\nPo, kemi paraqitur nj\u00eb padi p\u00ebr nd\u00ebrprerje t\u00eb paligjshme t\u00eb marr\u00ebveshjes.<\/p>\n<p>Situata e p\u00ebrgjithshme \u00ebsht\u00eb mjaft interesante: gjykata e nivelit t\u00eb par\u00eb e refuzoi k\u00ebrkes\u00ebn ton\u00eb, pasi nuk kishim paraqitur k\u00ebrkesa monetare dhe formulimi ishte si m\u00eb posht\u00eb:<\/p>\n<blockquote><p>Pas shqyrtimit t\u00eb argumenteve t\u00eb paraqitura, gjykata arriti n\u00eb p\u00ebrfundimin se padit\u00ebsi kishte zgjedhur nj\u00eb m\u00ebnyr\u00eb t\u00eb pap\u00ebrshtatshme mbrojtjeje t\u00eb t\u00eb drejt\u00ebs s\u00eb shkelur, pasi ajo nuk ishte e drejtuar drejt rivendosjes s\u00eb marr\u00ebdh\u00ebnieve kontraktuale.
