FAS prohibited Russian Railways from spending 1 billion rubles on the purchase of a PC with Elbrus

According to the publication CNews, The Federal Antimonopoly Service prohibited Russian Railways from carrying out a deal to purchase 15 computers based on domestic Elbrus processors, the total cost of which is about 000 billion rubles. The reason for this was the customer’s technical specification, which, according to the FAS, incorrectly indicated a specific processor model from a specific manufacturer.

Let us remind you that last month it appeared message that Russian Railways intends to spend 1,08 billion rubles on the purchase of PCs, the basis for which will be Russian Elbrus processors and a domestic Linux-based OS. Now it has become known that the FAS prevented these plans.

The reason for the FAS's interest in the deal was a complaint from Smart Technologies, a subsidiary of the National Computer Corporation. The Antimonopoly Service reviewed the complaint at the end of January and agreed with the applicant’s arguments, which boiled down to the fact that the application requirements actually pointed to a specific manufacturer. Russian Railways was sent a mandatory order from the FAS to eliminate violations of procurement legislation.

After this, Russian Railways published a notice on the government procurement website about the return of auction applications to applicants for the tender: “We notify participants of the possibility of re-submitting applications after making changes to the open auction documentation.”
