Introduced low-memory-monitor, a new out-of-memory handler for GNOME

Bastien Nocera announced new out-of-memory handler for GNOME desktop - low-memory-monitor. The daemon evaluates the lack of memory through /proc/pressure/memory and, if the threshold is exceeded, sends a proposal via DBus to processes about the need to moderate their appetites. The daemon may also try to keep the system responsive by writing to /proc/sysrq-trigger.

Combined with Fedora's application work zram and eliminating the use of disk swap, low-memory-monitor allows you to achieve improved responsiveness and quality of work on most workstations. The project is written in C and supplied licensed under GPLv3. The daemon requires a Linux 5.2 kernel or later.
