As a result of checking potential vulnerabilities, support for the scroll buffer was removed from the vgacon and fbcon drivers. With newer versions of the kernel, scrolling the console with Ctrl-PgUp/PgDn will no longer be possible.
Linus Torvalds promises to get the code back into the kernel if a new maintainer can be found for it to check for buffer overflows. It seems that all developers have switched to graphical interfaces, and the bare console has not been used for a long time.
