The battle for import substitution in all areas continues. The Ministry of Economic Development has put forward an initiative to transfer critical information infrastructure (CII) to domestic software. How is that is approved, necessary for safety.

Deputy Minister of Economy Azer Talibov sent a letter to the board of the Military-Industrial Commission of Russia, FSTEC and the Ministry of Telecom and Mass Communications, in which he proposed changing the legislation so as to oblige the owners of banks and other facilities to switch to Russian hardware and software. This, it is stated, will allow Russian developers to increase their share in the government procurement market, and will also β€œallow to increase the safety and sustainability of the functioning of the CII.” However, the Ministry of Economic Development refused to comment on the situation.

Please note that the relevant law β€œOn the Security of Critical Information Infrastructure” came into force on January 1, 2018. It concerns networks of government agencies, defense enterprises, energy, fuel and nuclear industries, transport, financial sector, and so on.

The managers of these enterprises should connect them to the GosSOPKA system (State System for Detection, Prevention and Elimination of the Consequences of Computer Attacks). The law also increases liability for causing harm to CII objects, hacking, and so on.

Talibov’s letter also proposed that the beneficiaries of such enterprises and facilities should be only Russian citizens who do not have a second passport. The same applies to individual entrepreneurs (IP) who work with CII facilities.

However, this is all good only in theory. In practice, everything is more complicated. As Alexey Lukatsky, information security consultant at Cisco Systems, said, Russian developers simply cannot ensure such a transition. In addition, it is simply expensive.

According to Lukatsky, one of the Russian banks estimated the transition to domestic software at 400 billion rubles. In addition, many positions simply cannot be replaced. This was also confirmed by Vadim Podolny, deputy general director of the Fizpribor plant, who noted that most domestic devices are at the stages of design, modernization or repair. Plus, some systems simply cannot be replaced.
