The State Duma approved in the first reading a bill on mandatory pre-installation of Russian software on smartphones

Deputies of the State Duma adopted in the first reading a bill on the mandatory installation of domestic software on technically complex products, for example, smartphones, computers, TVs with the Smart-TV function. The corresponding decision was made during a meeting of the lower house of parliament.

If finally approved from July 1, 2020, the document will oblige companies to ensure that Russian software is pre-installed on them when selling certain types of technically complex goods in Russia. The list of gadgets, software and the procedure for its installation will be determined by the government of the country.

The authors of this bill, deputies Sergei Zhigarev, Vladimir Gutenev, Alexander Yushchenko and Oleg Nikolaev, note that such measures will ensure the protection of the interests of Russian Internet companies and reduce the number of abuses by large foreign companies operating in the field of information technology.

In turn, Alexey Kanaev, a member of the relevant committee on economic policy, innovative development and entrepreneurship, said that the bill will also contribute to the development of Russian IT companies and β€œput them in an equal, highly competitive environment” with foreign corporations.
