Release of oomd out-of-memory handler 0.2.0

The application forcibly terminates processes that consume too much memory in a stage before the Linux kernel OOM handler fires. The oomd code is written in C++ and supplied licensed under GPLv2. The 0.2.0 release includes many updates and file changes to make it easier to package oomd for Linux distributions. Added new flag "--list-plugins" to list active plugins. Added a plugin to detect the presence of certain cgroups in the system. Added socket server to handle statistics requests.
