Release of oomd out-of-memory handler 0.2.0

Facebook опубликовал second issue oomd, a system out-of-memory (OOM, Out Of Memory) handler that runs in user space.
The application forcibly terminates processes that consume too much memory in a stage before the Linux kernel OOM handler fires. The oomd code is written in C++ and supplied licensed under GPLv2. Ready packages formed for Fedora Linux. You can get acquainted with the features of oomd in announcement text first release.

The 0.2.0 release includes many updates and file changes to make it easier to package oomd for Linux distributions. Added new flag "--list-plugins" to list active plugins. Added a plugin to detect the presence of certain cgroups in the system. Added socket server to handle statistics requests.
